Evidence: In paragraph three, the author tells the reader what a polar vortex is: "The polar vortex...is circulation of strong upper-level winds that normally surround the northern pole in a counterclockwise direction."
Analyze: This means that a storm of cold air comes in to the south from the Artic north.
